(a) Upon the Director of Public Service and Safety's discovery of any violation of any of the provisions of this chapter, or upon any violation thereof being brought to his or her attention, the Director shall notify, by registered mail, the owner or lessee of the sign in question, to comply with the provisions of this chapter.
(b) If the notice is not complied with within five days from its date, the Director of Public Service and Safety shall certify the violation to the Director of Law for prosecution. If the violation, in the opinion of the Director of Public Service and Safety, involves danger to the general public, the Director of Public Service and Safety shall, after the five-day period, in addition to certifying the violation, repair or remove any sign involved in such violation at the expense of the owner or lessee thereof.
