The provisions of this chapter shall not apply to a homeowner as an individual desiring to perform work on his or her own premises, or on other property which he or she owns in the City, provided, however, that such individual shall take and pass the test of basic knowledge for each of the aforementioned testing categories in which he or she wishes to perform work. Any work performed by such homeowner shall be subject to all other provisions of the Building and Housing Code and to all inspections authorized.
