No general building code contractor, plumbing, electrical, heating, piping, sewer building, air conditioning or refrigeration contractor, building tradesman or repairman, or any other individual offering such services for a fee, other than as an employee of a contractor, shall perform any work within the City of Wapakoneta without first obtaining a contractor's registration from the Director of Public Service and Safety or his or her designee.
