1442.12 ZONING CERTIFICATE REQUIREMENTS; FEES.
   (a)   Building contractors proposing to construct a structure which requires a State issued building permit shall be required to apply to the Zoning Administrative Officer or the Director of Public Service and Safety, or his or her designee, for a zoning permit prior to the commencement of construction. A zoning permit fee shall be collected prior to issuance of a permit. Said fee shall be calculated at the rate of two dollars ($2.00) per one thousand dollars ($1,000) of the estimated cost up to twenty thousand dollars ($20,000), plus one dollar ($1.00) per one thousand dollars ($1,000) of cost in excess of twenty thousand dollars ($20,000) up to and including one hundred thousand dollars ($100,000), plus fifty cents ($0.50) per one thousand dollars ($1,000) of the estimated cost in excess of one hundred thousand dollars ($100,000).
   (b)   Zoning certificates shall be required prior to the commencement of construction of any new residence or expansion of an existing residence. Zoning certificate fees shall be calculated at a base rate of five dollars ($5.00), plus an additional square footage fee of one dollar ($1.00) per 100 square feet of floor area, with a maximum of thirty dollars ($30.00). Floor area shall be based on the outside dimensions of the new structure or area of expansion.
