1422.02 APPLICATION OF CODE; CONFLICT OF LAWS.
   (a)   Except for those buildings and structures which are subject to control by the State through the enforcement of the Ohio Basic Building Code, the International One and Two Family Dwelling Code, as adopted in Section 1422.01, is designed particularly to regulate residential building construction and is applicable to the following:
   Single-family, two-family and three-family dwelling houses.
   (b)   Except as may be otherwise specifically provided in the International One and Two Family Dwelling Code, such Code shall not be held to modify the restrictions of the Zoning Code of the City or any other such Code, ordinance or law relating to the use of land. Such zoning restrictions or other ordinance or law shall control, except where the provisions of the International One and Two Family Dwelling Code are more restrictive, in which case the provisions of the International One and Two Family Dwelling Code shall control.
   (c)   All existing local ordinances or parts thereof in conflict with the provisions of the International One and Two Family Dwelling Code are hereby repealed.
   (d)   If in any specific case there is a difference in the materials, methods of construction or other requirements specified in different titles, chapters or sections of applicable laws or ordinances, the more restrictive shall control.
