1248.03 STREET IMPROVEMENTS.
   All streets and thoroughfares shall be graded to their full width, including side slopes, and improved in accordance with the standards outlined or referred to in these Regulations and as follows:
   (a)   Subgrade. The street subgrade shall be free of sod, vegetative or organic matter, soft clay and other objectionable materials for a depth of at least two feet below the finished surface of the subgrade. The subgrade shall be properly rolled, shaped and compacted and shall be subject to the approval of the Director of Public Service and Safety or the County Engineer, depending upon jurisdiction.
   (b)   Minimum Right-of-Way and Pavement Widths. The minimum right-of-way and pavement widths shall be as provided in the following table:

   In certain instances, especially where a commercial area is involved, where no off-street parking facilities are provided and where no parking is permitted on the street at any time, a parking lane at least eight feet wide on each side of the street and paved to the satisfaction of and in accordance with the specifications approved by the officials concerned, may be required in addition to the necessary number of lanes for moving traffic. Where pavement widths greater than those specified in the table above are necessary, provision of the same shall be discussed with the public officials having jurisdiction over the planning and construction of public ways to determine whether or not public expenditures for such additional width can or should be made simultaneously with the subdivider's improvement program.
   (c)   Pavement Design Alternatives.
      (1)   The subdivider has the option of using any of the following pavement sections:

      (2)   The subdivider shall also have the option of submitting pavement design sections other than as specified above if, after subgrade investigations, it can be shown by the subdivider's engineer that the pavement section being proposed can be adequately supported under the anticipated traffic volume load.
      (3)   The Planning Commission shall have discretion in determining whether the anticipated volume of traffic on the proposed street would warrant a change in the classification of the street in question to that of a lesser or greater classification.
   (d)   Surface Course Application. The Director of Public Service and Safety and the County Engineer reserve the right to determine the proper time for the application of the surface course, but in no event shall the subdivider be required to defer the construction of the surface course for a period in excess of that specified for the completion of the required improvements as provided in Section 1248.10. The subdivider shall give prior notice to the Director of Public Service and Safety or the County Engineer, depending upon jurisdiction, as to the time when the construction of the base and surface courses is to be started so that the work may be performed under the supervision of the official concerned.
   (e)   Curbs and Gutters.
      (1)   The requirement of curbs or curbs and gutters will vary in accordance with the character of the area and the density of development involved. In urban or suburban areas, curbs are necessary to control storm water runoff and to clearly define driving and parking areas.
      (2)   Curbs shall be required on all streets designed to serve areas where the existing or anticipated density of the area surrounding the proposed subdivision equals or exceeds three families per acre.
      (3)   Where residential lot frontages are less than eighty-five feet, in commercial developments or where other similar intensive urban uses exist or are anticipated, curbs shall ordinarily be required. The installation of curbs may be required on major, secondary and minor highways if the construction is deemed necessary for public safety.
      (4)   Where curbs exist on abutting properties, their extension will ordinarily be required throughout the proposed subdivision.
      (5)   Where curbs are not required, adequate gutters shall be graded and protected by seeding or appropriate surfacing.
      (6)   Curbs may be of the wall-type or may be combined with gutters built of concrete. Curbs, combined curbs and gutters, and graded gutters, shall be constructed in conformance with the current edition of the State of Ohio Department of Transportation Construction and Material Specifications, as the same pertains to this type of improvement.
