Where topography and other physical conditions make full compliance with the subdivision design standards of this chapter an undue hardship upon the owner, the Planning Commission may refer the problem of compliance to the Director of Public Service and Safety, if the proposed subdivision is within the corporate limits of the City, and to the County Engineer, if the proposed subdivision is located in an unincorporated area, for recommendations as to permissible variances.
