1242.01 AUTHORITY AND ADMINISTRATION GENERALLY.
   (a)   A Major Thoroughfare Plan having been adopted by the City Planning Commission, according to statutory requirements, the City Council and the City Planning Commission, by virtue of the provisions of Ohio R.C. Chapter 711, are authorized, subject to the holding of required public hearings, to adopt rules and regulations covering plats for subdivisions of land, and to approve, conditionally approve, or disapprove, plats or subdivisions of land falling within their jurisdiction.
   (b)   The City Planning Commission is designated as the platting authority of and for the City and is charged with the duty of making investigations and reports on the design and improvement of proposed subdivisions and is authorized to approve, conditionally approve, or disapprove, maps of subdivisions prepared and filed in accordance with the provisions of these Regulations.
