The following rates and charges shall be billed monthly, and the rates set forth herein shall be in force with the utility bills rendered after January 1, 2021:
(a) Residential Rates. Residents disposing of their garbage and refuse will be required to place their garbage and refuse in specifically designed and properly marked plastic bags. Said bags will be sold at the City Building as well as at various stores and outlets throughout the City.
Two sizes of bags will be made available to use for garbage and refuse disposal. Smaller bags with a nominal volume of fifteen gallons will be provided to customers at a unit price of one dollar ($1.00) each. Larger bags with a nominal volume of thirty-three gallons will be provided to customers at a unit price of one dollar fifty cents ($1.50) each. Only bags of the specific design and marking provided throughout the City will be collected by the Refuse/Recycling Department. Said unit costs shall cover the cost of the bag plus the disposal cost for the material contained therein. The cost per bag shall be the same for all residential customers, both inside and outside the corporation limits. Residential customers living in apartments and apartment complexes shall also be covered by these rates unless their complex is served by a refuse dumpster provided by their landlord. Landlords serving their apartment complex with a dumpster shall be charged a volume fee as provided herein for "commercial" customers in paragraph (b)(1) hereof.
The following rates are hereby set for residential customers of the City refuse and recycling service:
(1) Residential pick-up within the corporation limits: sixteen dollars ($16.00)/month which includes the base fee (eleven dollars ($11.00)/month), vehicle fund fee (two dollars ($2.00)/month) and landfill closure fee (three dollars ($3.00)/month). Additional costs for the purchase and use of bags are shown in division (a) Residential Rates above. This monthly rate does not include the cost of a rolling tote. Residents within City limits have the option of purchasing from the City a 65-gallon rolling tote at a cost commensurate with the City's cost in attaining the rolling tote, and doing so will result in a sixteen dollar ($16.00)/month additional fee to the customer's monthly charges. The purchase of City refuse bags will not be required for all refuse placed in the optional rolling tote. The tote will be assigned to the address for which customer resides.
(2) Residential pick-up outside the corporation limits: the inside residential rate, plus four dollars ($4.00)/month, plus the bag charge as hereinabove described, plus two dollars ($2.00)/month specifically earmarked for a fund dedicated to the purchasing of new refuse/recycling trucks, plus three dollars ($3.00)/month specifically earmarked for groundwater monitoring landfill closure and methane remediation at the Wapakoneta Landfill as required by the OEPA.
(3) Tag rates for large and/or irregular sized items: Self-adhesive tags are available for purchase at the Utility Office at City Hall. Tags can be purchased at a cost of one dollar fifty cents ($1.50) per tag. Large and irregular sized items can be disposed of at the curb in front of residences by affixing the appropriate number of tags to the items. The following is a list which designates the number of tags required, per item:

(b) Commercial Rates. Commercial rates for refuse pick-up and disposal shall be established as follows:
(1) Commercial customers with dumpsters:
Flat rate = $6.50/stop
Plus, volume rate = $5.00/cubic yard of refuse
Plus $1.50/stop specifically earmarked for ground water monitoring and methane remediation at the Wapakoneta Landfill as required by the OEPA.
(2) Commercial customers without dumpsters (i.e., those utilizing garbage cans and/or bags):
Flat rate = $6.50/stop
Plus, volume charge = Bag charge as set forth in subsection (a) hereof
Plus $1.50/stop specifically earmarked for ground water monitoring and methane remediation at the Wapakoneta Landfill as required by the OEPA.
(c) City Farm/Compost Facility-Disposal Rates.
(1) The following disposal rates and charges are hereby established and shall be charged to all persons who deposit brush, tree limbs/grindings, grass clippings, leaves, yard/garden waste and other acceptable materials:

*A minimum fee of one dollar fifty cents ($1.50) will be charged for disposal of material at this facility and shall cover an equivalent volume of material equal to approximately two 30-gallon garbage bags regardless of the type of vehicle used to haul material to the facility. No other limit is established for the various types of vehicle used. |
(2) Funds generated from this disposal fee structure shall be deposited in Fund No. 653-Recycling, and shall go toward the operation, maintenance, and equipment cost required at the City Farm.
(d) Sale of Composted Material. The following volume-based charges are hereby established for the sale of composted material which is purchased from the City Farm and Compost Facility:
(1) One scoop from a 2-yard bucket: $27.00
(2) Garbage can: $3.00
(3) Four 5-gallon buckets (minimum charge) $3.00
