(a) Approved Methods. All disposal of garbage and refuse shall be by one of the following methods.
(1) Sanitary landfill.
(2) Incineration.
(3) Dumping ground.
(b) Dumping Sites; Animal Remains. If open dumping is employed, the site shall be situated as to avoid creating a nuisance or inconvenience to any person. All sites shall be approved by the District Health Commissioner, and no site shall create a fire hazard or a breeding ground for rodents or vermin or in any way endanger the safety or welfare of any person. All animal offal and carcasses of dead animals shall be buried or cremated.
(c) Ownership of Refuse. All junk and other materials on the disposal sites are the property of the City and no person shall separate and collect, carry off or dispose of the same except with the permission of the Director of Public Service and Safety.
