(a) The Refuse/Recycling Department shall be under the supervision and control of the Director of Public Service and Safety. The Department shall be responsible for the collection and disposal of garbage and refuse within the City.
(b) Every family and inhabited residence housing one or more persons must use the service and pay the minimum rate for collection and use of the service.
(c) To be excepted from this charge, the family or the person or persons inhabiting the residence that has no use for the service must make application and show cause to the Director of Public Service and Safety why it, he, or she or they should be excepted and excused therefrom. The director shall have the authority to excuse applicable parties from the operation of this chapter.
