(a) The Utility reserves the right to meter all service at either primary or secondary voltage. For billing purposes, the Utility shall determine whether the metering is to be considered as being primary or secondary.
(b) If the Utility defines the service as being metered at secondary voltage, then, for billing purposes, the metered kWh, kW and kVar will be multiplied by 1.03.
