(a) The monthly minimum charge under this schedule shall be as specified in the consumer's service contract with the Utility. Said monthly minimum charge shall take into consideration any up-front capital costs incurred by Utility in connection with providing service to customer. There shall be added to the monthly minimum charge any applicable excise (kWh) tax adjustment charge and power cost adjustment charge, as set forth herein.
