(a) The net rate per month per service shall be the sum of the charges set forth below:

Per kVar of reactive demand | $1.00 per kVar |
Energy charge: | |
Per kWh of billing energy | $0.005 per kWh |
* Not applicable where service is supplied at 69,000 volts. | |
(b) All billings under the above rates shall be subject to the provisions hereinafter set forth, such as the monthly minimum charge, excise (kWh) tax adjustment, supplemental power cost adjustment, determination of monthly kW and kVar billing capacity, etc.
