All applications shall be on a twelve-month year-round service basis. Where the premises are occupied by a tenant, the Utility reserves the right to require the application for service to be made by the property owner with bills to be sent to the premises to the attention of the tenant. However, the property owner shall be responsible for the payment of all bills.
