1046.12 APPLICATION FOR SERVICE; RESPONSIBILITY FOR PAYMENT OF BILLS; OPTIONS OF UTILITY.
   (a)   The Utility reserves the right to require that the service application be in the property owner's name. Irrespective of the name of the applicant or occupant, the property owner shall, as set forth in the general rules and regulations, be responsible for the payment of all bills.
   (b)   Where the premises are occupied by a tenant, the Utility reserves the right to bill in the name of the property owner and mail the same directly to the tenant. At the Utility's option, a copy of the bill may also be sent to the property owner. Nothing in this subsection shall be deemed to relieve the property owner of his or her responsibility for payment of bills.
   (c)   A tenant may be required to make a suitable deposit to secure payment of all bills, but such deposit is for the sole protection of the property owner and shall not relieve the property owner of his or her responsibility for payment as set forth in the general rules and regulations.
