1044.06 RATES AND CHARGES.
   (a)   In order to pay the expenses of operating, maintaining and managing the waterworks system (the "utility") of the City and to make adequate provision for the payment of principal of, interest on, and other fund requirements of, any bonds or notes previously issued and which may be issued to pay costs of extensions or improvements of the utility. The rates to be charged for metered water supplied by the utility to premises located within the corporate limits of the City, as determined by the water meter measuring water supply to the premises shall be as follows:
      (1)   For all bills rendered for water supplied during the previous monthly billing period:

      (2)   The multiple service rate, being the rate applicable to all customers of the utility to which water supplied to three or more units of services through one meter, for all bills rendered for water supplied during the previous monthly billing period:

   (b)   The rates to be charged for metered water supplied by the utility to the premises located outside the corporate limits of the City as determined by the water meter measuring water supply to the premises shall be 150% of the rate which would be applicable if determined in accordance with division (a) of this section.
   (c)   Effective with the bills rendered on or after May 6, 2019 and then again on each December 1 thereafter, the rates to be charged shall be increased by 5%.
   (d)   The water rates provided in divisions (a), (b) and (c) of this section shall be billed monthly. A 5% penalty shall be added to bills which are not paid by the tenth day of the month in which they are due. Water service shall be terminated with respect to those premises served by the utility which have bills for services rendered to such premises which have not been paid within 30 days of the due date. Service shall not be restored until the delinquent charges are paid in full. A turn-on fee of fifty dollars ($50.00) will be charged when service is restored.
   (e)   In order to ensure the timely collection of bills for supply of water so that sufficient moneys will be available when needed for the purpose described above, the Director of Public Service and Safety is hereby directed to utilize the procedures set forth in R.C. § 743.04 for collection of amounts due and unpaid to the utility for the supply of water, including, in particular, the certification of such overdue amounts to the County Auditor for collection of taxes. As required by R.C. § 743.04, the Director of Public Service and Safety is further directed to establish procedures for the fair and reasonable opportunity for resolution of billing disputes and to otherwise comply with the procedures and provisions of R.C. § 743.04
