The Director of Public Service and Safety shall make and enforce all rules and regulations deemed necessary for the safe, economical and efficient management and operation of the City sewerage system; for the construction and use of house sewers and connections to the sewerage system; and for the regulation, collection, rebating and refunding of the charges.
