For any lot, land, building or premises from which a connection is made with the City sewerage system, or having such a connection available thereto, or which begins to discharge sewage, any industrial waste, water or other liquids into the sewerage system, either directly or indirectly, the nonunit charges made pursuant to this section shall be a per diem pro rata amount based on the nonunit charges which would apply for the entire month, and computed according to the rates as provided in this chapter. The charge on this basis shall apply from the time the sewer connection is made, or becomes available, or from the time the discharge into the City sewerage system, either directly or indirectly, is begun, until the next following monthly period.
