For the purposes provided in Section 1042.02, sewer service charges shall be levied and assessed on each lot, parcel of land, building or premises having any sewer connections with the sanitary sewerage system of the City or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into the City sanitary sewerage system.
(a) The sewer service charges shall consist of the base charge, the volume charge, the strength surcharge and the industrial waste surveillance charge as follows.
(1) Base charge. The flat rate fee charged to each account which covers the first 200 cubic feet of sewage used per month.
(2) Volume charge. The service charge based on the volume of standard strength sewage in excess of the first 200 cubic feet of sewage and charged to all accounts in addition to the base charge. Standard strength sewage shall include maximum strengths as follows.
Biochemical oxygen demand (five day) 200 milligrams per liter
Suspended solids 250 milligrams per liter
Phosphorus 10 milligrams per liter
(3) Strength surcharge. The charge based on the number of pounds of chemical oxygen demand, biochemical oxygen demand, suspended solids and phosphorus in excess of the amount in standard strength sewage and charged to all industrial accounts in addition to all other charges.
(4) Industrial waste surveillance charge. The flat rate fee charged to each industrial class account in addition to all other charges.
(5) Long-term control plan charge. The flat rate fee charged to each account to pay for capital costs associated with the South Interceptor Sewer Project, which shall remain in place until retirement of any debt issued in connection with the South Interceptor Sewer Project.
A separate account shall be established for each meter used to establish volumes of sewage flow.
(b) The classes of users shall be as follows.
(1) The domestic class shall include all single or multiple-unit residential accounts with domestic-type sewage only. A residence which includes a commercial establishment shall be considered a domestic account if the sewage produced is primarily domestic in nature and the flow contributed by the commercial activities of the establishment is a secondary flow of the sewer connection.
(2) The commercial class shall include all nonresidential accounts that are not required to be in the industrial class. Transient residences shall be commercial accounts.
(3) The industrial class shall include all accounts from users who discharge to the City's wastewater disposal system liquid wastes resulting from the processes employed in industry or manufacturing, or from the development of any natural resource.
(4) The mega industrial class shall include all accounts from users who discharge to the City's wastewater disposal system liquid wastes resulting from the processes employed in industry or manufacturing, or from the development of any natural resource at volumes above 700,000 cubic feet per month.
