The Superintendent and other duly authorized Division employees bearing proper credentials and identification shall be permitted to enter upon all premises without advance notice to conduct inspection, observation, measurement, sampling and testing operations and shall have specific authority to review and copy discharge records in accordance with the provisions of these regulations.
