No statement contained in this chapter shall prevent any special agreement or arrangement between the City and a user whereby a waste of unusual strength or character may be accepted by the Division for treatment, subject to payment by the user; however, any special agreement shall not be permitted for any waste in excess of Federal regulations or limitations.
