1040.24 JOINTS AND CONNECTIONS.
   (a)   Joints. All joints and connections shall be made gastight and watertight. In general, the joints shall meet the requirements of ASTM Designation C425, Type III. The contact surfaces shall be smooth, dimensionally correct, provide a seal meeting the infiltration (exfiltration) requirements and of a type which will prevent possible damage to the joints in handling. No precast or poured joints containing asphalt will be permitted. All joints and pipe shall first be approved by the Inspector before being used.
   (b)   Connections.
      (1)   The connections of the building sewer to the public sewer shall be made at the Y-branch, if the Y-branch is available at a suitable location. Where no properly located Y-branch is available, the owner shall, at his expense, cut a neat hole into the public sewer to receive the building sewer. The connection shall be made using a banded saddle. A 45-degree ell may be used to make the connection, with the spigot end cut so not to extend past the inner surface of the public sewer. A smooth, neat joint shall be made, and the connection shall be made secure and watertight by encasement in concrete. Special fittings may be used for the connection only when approved by the Inspector.
      (2)   A double cleanout shall be installed at a point on the inner curb-line of the street. The risers shall be not less than six inches in diameter and shall extend in two directions; the riser nearest the building shall be inclined at forty-five degrees toward the building and the riser nearest the public sewer shall be inclined at forty-five degrees toward the public sewer.
