It shall be unlawful to discharge or cause to be discharged, to any natural outlet within the City, or in any area under City jurisdiction, any sanitary sewage, industrial wastes or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter. All discharges to natural outlets shall be subject to regulation by NPDES permits.
