(a) No person or City department shall top any street tree, park tree or other tree on public property, except, however, that a person who holds a grant of right of way by easement or otherwise, or a City department, may prune or top trees which might interfere with or endanger the safe and efficient operation of a service provided by that person or City department.
(b) Trees severely damaged by storms or other causes, or certain trees under utility wires or other obstructions, where other pruning practices are impractical, may be exempted from this section at the determination of the Tree Commission.
