1028.02 ARBORISTS; LICENSE REQUIRED; FEE; INSURANCE.
   (a)   No person shall engage in the business or occupation of pruning, treating or removing street trees or park trees within the City, or to prune, treat or remove trees within the City, in return for any compensation, consideration or remuneration, without first applying for and procuring a license therefor.
   (b)   The license fee shall be twenty-five dollars ($25.00) annually in advance, provided, however, that no license shall be required of any City employee, agent or contractor doing such work in the pursuit of his or her public service endeavors.
   (c)   Before any license shall be issued, each applicant shall first file evidence of possession of worker's compensation insurance and of liability insurance in the minimum amounts of one hundred thousand dollars ($100,000) for bodily injury and one hundred thousand dollars ($100,000) for property damage, indemnifying the City or any person injured or damaged as a result of the pursuit of such endeavors as are herein described.
