The Director of Public Service and Safety is hereby authorized to enter into contracts with applicants for permits to install, construct or maintain a sewer, drain or tile through, in or under the public streets or alleys and to obligate the City, by such contracts, to maintain and repair said sewers, drains or tiles after the one-year maintenance period following completion of same.
