1026.03 CITY OWNERSHIP OF SEWERS; APPROVAL OF WORKMANSHIP; MAINTENANCE.
   No person shall be granted a permit to install, construct or maintain a sewer, drain or tile through, in or under the public streets or alley whether or not the streets or alleys are open to public use, for the purpose of drainage or disposal of sewage, industrial waste or storm water, until the person has agreed, in writing, prior to the granting of a permit, that the sewer, drain or tile shall become the complete and sole property of the City upon completion of the installation or construction of the sewer. Completion must be to the satisfaction of the Director of Public Service and Safety. The person shall be responsible for maintenance and repair of the sewer, drain or tile for a one-year period from the date of completion.
