The Engineering Department shall, in order to assure the return of the street to its original condition, designate materials and methods to be used by any person in closing, repairing and repaving the opening in any public street, alley or other public ground. Materials and methods specified by the Engineering Department shall be stated on the permit issued to the person making application therefor.
