All sidewalks constructed in the City shall be of cement or other material that constitutes "factory brick," as that term is defined in A.S.T.M. standard specifications. Construction shall conform to the plans and specifications for such sidewalk on file in the office of the Director of Public Service and Safety, which plans are hereby approved and adopted. A copy of such plans and specifications shall be given to each applicant for a sidewalk permit.
