Any applicant for a taxicab license and not for a renewal of a former license then in effect, shall file an application for such license with the Mayor, on an application blank provided by the City, at least ten days prior to the issuance of such license. Upon receipt of an application, the Mayor shall direct the Police Chief to inspect the applicant's equipment and report his or her findings to the Mayor.
