(a) No person shall willfully tease, taunt, torment, strike, kick, mutilate, disable or otherwise injure, or kill, or interfere or meddle with, any dog while such animal is being utilized by the Police Department or any officer or employee thereof in the performance of any function or duty of said Department or of said employee.

(b) Whoever violates this section is guilty of a misdemeanor of the third degree and shall be subject to the penalty provided in Section 698.02.
