(a) No person, except children under 16 years of age, shall ride or run any bicycle along, over or upon any sidewalk of the City.
(b) Children under 16 years of age, when riding or running any bicycle along, over or upon any sidewalk in the City, shall keep to the right, go in single file at a slow speed, and exercise the utmost care with reference to any pedestrians on such sidewalk.
