(a) The Mayor of the City, or in his or her absence, the Director of Public Service and Safety, shall have the authority to prohibit parking or to provide special regulations during the time within 24 hours after a snowfall of three inches or more has occurred, whether the snowfall is an original three-inch accumulation or an additional three-inch accumulation upon an already existing accumulation.
(b) The Mayor of the City and the Director of Public Service and Safety shall have the authority to in order to disseminate information as to the parking prohibition and/or the requirements for removal of parked vehicles from the areas designated by the Mayor or the Director of Public Service and Safety.
(c) For the purposes of this section, the Mayor or the Director of Public Service and Safety shall determine when three inches or more of snow have fallen.
(d) No parking shall be permitted on the streets in the areas designated by the Mayor and/or Director of Public Service and Safety for a period of 12 hours after three inches or more of snow have accumulated, except that parking shall be permitted if the parking prohibition is removed on a designated street by the Mayor or the Director of Public Service and Safety as the snow is cleared from such designated street.
(e) For the purpose of plowing or removing snow from any street in areas designated, the City may remove or cause to be removed to some convenient place any vehicle parked on any such street that interferes with the plowing or removal of snow thereon. At the time of such removal, there shall be made a record in duplicate of the license number of the vehicle so removed, the date and time of removal, and the place to which the vehicle is removed, with a copy of such record being filed with the Wapakoneta City Police Department. The costs and expenses of removal and storage of such vehicle shall be charged to the owner or operator of the vehicle, which charges shall be paid before the vehicle is released to the owner or operator.
(f) Whoever violates this section is guilty of a minor misdemeanor.
