(a) No person shall park any truck with a hauling capacity of one ton or more, or a tractor, trailer, bus or camper, upon the streets and alleys of the City.
(b) The provisions of division (a) of this section shall not apply to any such vehicle being used to make deliveries or pick-ups at the time of its being parked, or if the vehicle is being used in connection with the construction or repair of property adjacent to the street or alley upon which such vehicle is parked.
