410.05 CITY VEHICLE POUND FEES.
   (a)   No impounded vehicle shall be removed from the City Vehicle Pound except upon payment by the owner, chauffeur, driver or other person in charge of such vehicle, of a removal service charge plus a storage charge for every twenty-four hours or fraction thereof that the vehicle is impounded, as such charges may be established from time to time by Council.
   (b)   All fees shall be paid to the Police Department. The Department shall keep a record of all fees collected and of all vehicles impounded, and its records shall contain information concerning the facts surrounding the seizure, a description of the vehicle, the time of the actual impounding of the vehicle, the time when the vehicle is released, and other data pertinent thereto. All moneys received by the Police Department under the provisions of this section shall be paid over to the Mayor at times designated by the Mayor and shall be paid by the Mayor to the City Treasurer, who shall place the same to the credit of the General Fund.
