The removal by a police officer, or other authorized person, of any vehicle pursuant to the provisions of this chapter, shall be at the risk of the owner or person in charge thereof. Expenses of removal, conveyance, towing and storage at the City Vehicle Pound shall be borne by the owner, chauffeur, driver or other person in charge thereof and shall be paid before the vehicle is released from the pound.
