(a) Purpose Statement and Objectives.
(1) It is the purpose of this chapter to promote and protect the public health, safety and general welfare by providing for the regulation of the planting, maintenance and removal of trees, shrubs and other plants within the City.
(2) To assist residents in planting and the care of trees on private property.
(3) To follow State forestry safety and care of all trees within the City corporation limits.
(4) Distribute current information about the urban forest care to the City residents.
(5) Establish an Arbor Day observation annually.
(6) Establish and maintain a tree inventory for the City of Wapakoneta.
(7) Follow the planting and species planting guidelines established by the State Urban Forestry.
(8) Hold regularly scheduled meetings.
(b) There is hereby established a Tree Commission in and for the City, which Commission shall consist of seven members.
(c) One member shall be appointed by City Council from the members of the City Council's Streets and Alleys Committee. One member shall be Superintendent of the Electric Department. One member shall be the Mayor of the City of Wapakoneta. One member shall be an employee from the City Engineering Department appointed by the Mayor. The remaining three members, whom shall be citizens and residents of the City of Wapakoneta, shall be appointed by the Mayor with the approval of the Council. The Tree Commission may appoint consultants to the Tree Commission at their discretion. Any such consultant shall have no voting authority and shall serve at the discretion of the Tree Commission.
(d) Members of the Commission shall serve without compensation.
