(a) The Director of Public Service and Safety is hereby authorized to establish and maintain a policy that addresses the temporary assignment of bargaining unit employees to serve in the capacity of "department supervisor" within the various utility departments.
(b) When approved, in writing, by the Director of Public Service and Safety, the Payroll Clerk is authorized to incorporate a subsidy of fifty cents ($0.50) per hour into the pay rate of bargaining unit employees assigned to perform temporary supervisory duties, and said subsidy shall be a flat hourly rate and shall not be compounded for overtime hours.
