(a) The non-supervisory full-time employees of the City may establish a representative body to consider the interests of the employees. This body shall serve as an intermediary between the City Council, the administration and the employees in matters of the employees' compensation program.
(b) The representative body shall be given the opportunity to comment on changes in the City's compensation program prior to enactment and to provide input in the formulation process.
