A leave of absence without pay for a period not to exceed thirty days may be granted for reasons subject to the prior approval of the Director of Public Service and Safety, provided that the employee shall not engage in gainful employment either in the services of another employer or through self-employment, and provided that the employee can be spared from his or her occupation for the period of such leave without the necessity of a replacement. Full credit for continuous service shall be given.
