260.17 HOLIDAYS.
   (a)   All full-time non-bargaining unit employees who are covered by this chapter shall receive the following recognized holidays off at their regular rate of pay:
 
New Year's Day
Labor Day
President's Day
Thanksgiving
Good Friday - ½ day
Friday after Thanksgiving
Memorial Day
Christmas Eve - ½ day
Independence Day
Christmas
Employee Birthday: Administrative Assistant to Director of Safety & Service, Fire/EMS Administrative Assistant, Zoning and Engineering Manager, Office Manager, Water Superintendent, Public Works Superintendent, Tax Administrator, Wastewater Superintendent, Police Chief, Fire Chief, Engineering Superintendent, Electric Superintendent and Director of Service and Safety.
 
   The holiday shall be considered the day on which the holiday is celebrated in the calendar year upon which it falls. Should the paid holiday fall on Saturday or Sunday, the preceding Friday or the following Monday shall be given off unless another date is agreed upon with the Director of Public Service and Safety.
   (b)   Administrative Assistant to DSS, Fire/EMS Administrative Assistant, Zoning and Engineering Manager, Office Manager, Water Superintendent, Public Works Superintendent, Tax Administrator, Wastewater Superintendent, Police Chief, Fire Chief, Engineering Superintendent, Electric Superintendent and Director of Service and Safety shall be given three personal-leave days (twenty-four hours) each year. Said personal-leave day shall be scheduled in accordance with the holiday scheduling policies and procedures established for the City.
   (c)   Part-time employees, seasonal employees and temporary employees, are not eligible for holiday pay, personal leave, sick leave and vacation pay.
   (d)   The Mayor may authorize more than a one-step increase, a lump sum payment, or an amount up to that of a step increase for exceptional/or special and meritorious performance by the employee. Such performance and pay determinations shall be at the sole discretion of the employer.
