260.14 OVERTIME.
   (a)   Approval of overtime work and overtime pay shall be as follows:
      (1)   Except in cases of true emergency, overtime requirements shall be scheduled by the department head, and prior approval must be secured from the Director of Public Service and Safety.
      (2)   In cases of true emergency, overtime work and overtime pay shall be authorized by the department head or such authorization is to be made under general guidelines specified in advance by the Director, and the department head is responsible to the Director for its judicious use.
   (b)   Budgeted funds must be available for payment of overtime work.
      (1)   Full-time employees will be compensated for approved scheduled and approved emergency overtime beyond regular shift hours in any one day and the established work week, at one and one-half times the average hourly rate. Sick leave benefits will not be considered as regular shift hours.
      (2)   Employees may be given compensatory time off in lieu of cash as payment for overtime. However, one and one-half hours of compensatory time must be given for each hour of overtime worked.
      (3)   When employees attend mandatory training courses and/or meetings approved in writing by the Director of Public Service and Safety, while not on regular duty for the City of Wapakoneta, the employee shall be compensated at his or her overtime rate of pay, if the time qualifies as overtime as described in this section.
   (c)   When an employee is transferred at the City's request to a classification other than his or her regular job duties, he or she shall receive the higher of his or her regular pay or the pay for the job classification to which he or she is transferred.
   Any employee requesting a transfer to another job classification which meets with the approval of the Director of Public Service and Safety shall receive wage rates of the classification to which he or she is transferred.
