260.11 DEVELOPMENT AND MAINTENANCE OF SALARY AND HOURLY RANGES.
   (a)   Salary and hourly ranges shall be linked directly to the plan of position classification and shall be determined with due regard to ranges of pay for other classes, relative difficulty and responsibility of positions in the class, availability of employees in particular occupational categories, and other related considerations. The minimum, maximum and intermediate steps of each range shall be those rates in the standard salary and hourly schedule which most nearly reflect these factors.
   (b)   Annually, the Director of Public Service and Safety shall meet and confer with the Finance Committee of City Council for the purpose of reviewing and recommending, with the Mayor, changes in this chapter to the City Council.
