The salary of any officer shall not be increased or diminished during the term for which he or she was elected or appointed, and, except as otherwise provided in these Codified Ordinances, all fees pertaining to any office shall be paid into the City Treasury. This section does not prohibit the payment of any increased costs of continuing to provide the identical benefits provided to an officer at the commencement of his or her term of office.
