250.03 SUPERINTENDENT.
   (a)   The position of Superintendent of the Sewage Treatment Department is hereby established, and such position shall be within the classified civil service. No person shall participate in the competitive examination for the position of Superintendent who is not the qualified holder of a sewage plant operator's rating of at least a "2" classification.
   (b)   The Superintendent shall be appointed by the Director of Public Service and Safety from these persons on the eligible list for such position as prepared by the Civil Service Commission of the City.
   (c)   The Superintendent shall be responsible for the administration of the Sewage Treatment Department and the efficient operation and maintenance of the sewage treatment and disposal plant. He or she shall enforce all ordinances and regulations of the City, and all State laws, pertaining to the sewerage system, private disposal systems and the treatment and disposal of all sewage and industrial wastes within the City. He or she shall keep and maintain, at all times, an accurate and complete map of the sewerage system of the City and shall perform such other duties as may be prescribed by ordinance.
