246.02 FIRE CHIEF.
   (a)   The Chief of the Fire Department shall have exclusive control of the stationing and transferring of all fire-fighters and other officers and employees in the Department, under such general rules and regulations as the Director of Public Service and Safety prescribes.
   (b)   In case of riot or other like emergency, the Mayor may appoint additional fire-fighters and officers for temporary service who need not be in the classified list of the Department. The additional officers or fire-fighters shall be employed only for the time during which the emergency exists.
   (c)   The Fire Chief shall be at least twenty-one years of age and during service to the City shall reside either in Auglaize County, Ohio or in any county immediately adjacent to Auglaize County in the State of Ohio.
