(a) The Department of Public Service and Safety shall be administered by the Director of Public Service and Safety.
(b) The Director shall be appointed by the Mayor. He or she need not be a resident of the City at the time of his or her appointment but shall become a resident within six months after his or her appointment, unless this requirement is waived by ordinance. He or she shall make rules and regulations for the administration of affairs under his or her supervision.
