(a) The Auditor shall comply with all ordinances of Council not conflicting with his or her duties as prescribed by statute.
(b) If the Auditor determines it improper to comply with duties prescribed by any City ordinance, he or she shall notify the President of Council, in writing, giving notice of his or her noncompliance and his or her reasons for the same. Upon request by the President of Council, at least three days preceding a specified Council meeting, the Auditor shall attend the meeting.
