If the Auditor who neglects or refuses to perform the duty required by Section 236.06, he or she shall pay fifteen dollars ($15.00) to the Treasurer of the City for each such neglect or refusal, to be recovered in a civil action, at the suit of the City, and shall also be liable for all damages arising from such neglect or refusal.
